What HSA Inspectors Look For in DSE Assessments

The HSA does not publish a DSE-specific inspection script. This guide therefore maps the records an employer should maintain to the Authority's published DSE guidance, without predicting what an inspector will request in an individual visit.

How HSA inspections arise

The HSA explains that inspections can be part of its planned programme or follow an accident, dangerous occurrence or complaint. Inspectors look at preparedness, the safety statement, risk assessment and implementation of controls. See How an HSA inspection works.

Whether DSE is examined, and in what depth, depends on the scope and facts of the visit. Employers should therefore focus on maintaining the evidence required by the DSE regulations rather than trying to predict an inspection script.

Five DSE evidence areas to have ready

1. Per-employee assessment records

A recurring gap in Usafety's client work is an employer producing one office-wide checklist as the DSE assessment. This is not presented as an official HSA frequency ranking. The HSA DSE guide requires each covered employee's workstation to be analysed by a competent person and the analysis documented.

2. Evidence that findings were acted on

The HSA process calls for a closed loop: finding, action, owner, target date, implementation review and sign-off. A record that says "monitor too low — riser recommended" but contains no owner or follow-up does not demonstrate that the identified risk was remedied.

3. Training records

Staff must receive the information and training required by the DSE regulations. Employers should retain retrievable records showing what information or training was provided and when. The delivery format must be suitable for the content and workforce; an employee questionnaire or software process does not replace the competent-person workstation analysis required by HSA guidance.

4. Remote and hybrid coverage

The HSA says its DSE guidance applies equally in remote-working settings. You should be able to show how habitual home and remote workstations are included in the programme, even if the assessment is delivered over video. See the HSA remote-working guidance.

5. Response to symptoms

As Usafety practice, we recommend recording relevant reports of pain, headaches or eye strain and the response taken. Review whether the existing analysis and controls remain adequate and use the appropriate occupational-health or clinical referral process where needed. Visual difficulties may also engage the eye-and-eyesight-test provisions in Regulation 73.

What enforcement actually looks like

The HSA describes a range of possible actions, from a Report of Inspection and Improvement Direction through Improvement and Prohibition Notices and, where appropriate, prosecution. The action depends on the facts and seriousness of the contravention. See Actions which can be taken by inspectors.

Getting inspection-ready

If you only do five things:

1. Ensure every covered employee has an individual workstation analysis; an office-wide checklist can support but not replace this

2. Build an action log and close it out

3. Get training records in one retrievable place

4. Extend the process to remote and hybrid staff

5. Document your response to any reported symptoms
